The Australian High Commission is seeking applications from suitably qualified candidates to fill the role of Passports and Consular Manager. The position coordinates and manages the provision of passport, consular and notarial services to Australian citizens in the Wellington Consular District, including the management of sensitive, high profile or complex cases. The position is also responsible for contingency planning for events that may affect Australian citizens in New Zealand.
About the Agency/Department of Foreign Affairs and Trade (DFAT)
The role of DFAT is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program, and helping Australian travellers and Australians overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional, and bilateral interests.
The key responsibilities of the position include, but are not limited to:
- Supervise and lead a small team, establish work priorities, monitor performance, provide regular feedback, and identify learning opportunities for team members
- Manage the provision of consular, passport and notarial services to Australian citizens in New Zealand in accordance with departmental guidelines.
- Manage complex consular enquiries and provide on the ground assistance to consular clients as required, including outside office hours.
- Develop, manage and maintain the New Zealand Crisis Action Plan detailing emergency procedures in response to a crisis or threat of crisis involving Australian nationals in New Zealand.
- Coordinate training and lead staff exercises to ensure readiness for crises.
- Develop, maintain and strengthen key contacts in New Zealand Government, diplomatic network, local authorities and emergency services to identify opportunities to achieve outcomes on consular and passport issues.
- Represent and promote the interests of Australian at a range of forums, events and meetings and provide advice on Australian consular, passport and notarial services
- Provide timely advice and reporting on consular and passport cases
- Manage and report on consular and passport statistics and undertake monthly reconciliations
- Manage the processing and issuing Australian passports in accordance with the provisions of the Australian Passports Act and departmental guidelines.
- Perform delegated administrative and financial compliance checks, including use of the SAP accounting package.
- Provide high level advice, preparation of procedural guidelines, exercise judgement, and/or interpret information on consular and passport services.
- Undertake research, analysis, or project work on consular and passports matters.
- Liaise with and provide guidance to the Australian Consulate in Auckland on passport and consular issues.
- Develop, manage and maintain local procedures, management strategies and guidelines for consular and passports services.
- Manage the provision of voting facilities for Federal and State elections and by-elections.
- Perform other duties as required
Qualifications/Experience
- Demonstrated knowledge, skills, or experience in consular and passport services
- Demonstrated ability to prioritise, think strategically, apply judgement and innovation to achieve results.
- Ability to interpret and apply legislation and policy and provide advice to clients and team members.
- Demonstrated ability to train and supervise a small team
- Well-developed interpersonal skills; flexibility; and adaptability
- High level written and verbal communication skills
- Ability to operate effectively across teams.
