The Australian High Commission is seeking applications from suitably qualified candidates to fill the role of Human Resources and Visits Officer. This busy and varied position provides practical and pragmatic human resources advice to senior management, managers and staff. 

About the Agency/Department of Foreign Affairs and Trade (DFAT)

The role of DFAT is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

The key responsibilities of the position include, but are not limited to:

  • Provide strategic and practical human resources (HR) advice to senior management, managers and staff on all aspects of HR including: workforce planning; staff performance and management; employment relations; remuneration and training; and development.
  • Manage and facilitate recruitment for the High Commission, including: developing job descriptions and advertisements; responding to candidate queries; and advising outcomes to all candidates.  This also includes being a regular member of recruitment panels.
  • Review HR policies and procedures including employment agreements, code of conduct and employment manuals to ensure compliance with New Zealand (NZ) employment legislation.
  • Coordinate the performance agreement process which includes mid-year and annual reviews to ensure staff performance in consultation with managers.
  • Manage and complete the induction and departure process for diplomatic staff.  This includes maintaining a welcome guide for staff, information about life in Wellington, and the NZ education system.
  • Manage temporary staff recruitment and external travel provider contracts.
  • Prepare and process fortnightly payroll, medical reimbursements and allowances.
  • Co-ordinate staff training and development including a training plan for staff.
  • Liaise with Australian and NZ Government agencies regarding logistical support for official visits to NZ by the Prime Minister, Foreign Minister, other Portfolio Ministers, and Governor-General.
  • Other duties as directed including crisis management and COVID-19 responses.

Qualifications/Experience

  • Relevant HR tertiary qualification and/or two year’s relevant HR work experience
  • Generalist HR experience ideally within the Government sector
  • Experience working with senior management and managers
  • Demonstrated ability to provide expert HR advice and the ability to achieve change through influence and engagement
  • Demonstrated ability to manage information confidentially and to exercise discretion
  • Excellent written and verbal communication skills
  • Demonstrated initiative and self-direction in managing conflicting deadlines and difficult situations
  • Ability to develop strong internal and external stakeholder relationships
  • Flexible team player willing to assist colleagues
  • Experience in planning for travelling delegations – set-up temporary office arrangements and resourcing, booking travel, accommodation, and tracking expenses.
  • Experience in preparing timesheets or payroll-related functions
  • Experience using MS Office
